Veteran barrister tapped for Cambridge review

Jason Beer KC, the lead counsel for the Post Office Horizon statutory inquiry, has been appointed by Cambridge University to head an independent review into the death of Professor Jason Arday.

Beer will examine the university’s handling of research‑misconduct allegations made against Arday before his resignation, as well as the recruitment and support processes that led to his appointment as the institution’s youngest black professor at age 37.

Exciting development for accountability!

Scope of the investigation

Beer said his mandate includes a “thorough and searching examination” of Cambridge’s institutional arrangements and the decisions made over Arday. He will look at:

Whether university policies and procedures were reasonable.

How those policies operated in practice.

Who was responsible for key decisions.

What information was reasonably available to decision‑makers.

If relevant concerns were recognised and properly addressed.

Whether the university’s structures and functions worked together effectively – both in Arday’s case and more broadly.

He added that he hopes individuals with relevant knowledge will feel able to contribute, as their perspectives may illuminate whether wider institutional changes are needed.

Context of Arday’s death

Professor Arday, a scholar of the sociology of education, was found dead at his south‑London home nine days after resigning from Cambridge. His resignation came hours after the university announced on 5 August that it would open an investigation into his academic qualifications amid widely publicised plagiarism accusations, which Arday denied.

Beer emphasized his responsibility to treat participants with sensitivity, respect confidentiality and ensure fairness to anyone whose actions may be examined.

Relation to previous review

This inquiry is the second of two independent reviews commissioned by Cambridge. The first, announced in September, tasked former chief crown prosecutor Nazir Afzal with focusing on the support given to Arday in the immediate period before his death.

Credentials of the appointed reviewer

Beer is a veteran of public inquiries, having worked for NHS England in the Covid‑19 inquiry and leading the Post Office Horizon IT statutory inquiry that investigated the wrongful criminal prosecution of nearly 1,000 post‑office operators.

University response

Cambridge Vice‑Chancellor Prof Deborah Prentice praised Beer, calling him “an eminent legal expert” with “vast experience of leading complex reviews and inquiries.” She expressed gratitude to the independent panel of experts convened to assist him and said the university looks forward to receiving their findings and recommendations.

The review will probe not only the specific circumstances of Professor Arday’s case but also whether Cambridge’s broader institutional frameworks require reform to better protect academics under intense public and media scrutiny.
