Hong Kong Justice Minister vows “revolutionary overhaul” of building maintenance sector

New legislation will criminalise bid‑rigging and aim to raise standards in Hong Kong’s building maintenance industry.
Legislative push against bid‑rigging
Justice Minister Paul Lam Ting-kwok said the Hong Kong government will introduce new laws to criminalise bid‑rigging in the building maintenance industry.
The proposed amendments are intended to raise standards and strengthen oversight, according to Lam.
He made the remarks three days after the government unveiled a range of measures in response to an independent committee report on the Tai Po fire.
Speaking on a radio programme on Sunday, Lam warned that “the market currently offers too lucrative a piece of ‘fat meat’ that has been monopolised by bad people.”
The reforms are billed as a “revolutionary overhaul” of the city’s building maintenance ecosystem.
